How can foreign taxpayers inquire and print Certificates of Chinese Fiscal Residents?

Answer:  In accordance with the Announcement of the State Taxation Administration on Adjusting the Matters Concerning Certificates of Chinese Fiscal Residents (No. 17 [2019]) and the Announcement of the State Taxation Administration on Matters Concerning Certificates of Chinese Fiscal Residents (No. 40 [2016]), an applicant shall apply to the tax authority at the county level  that supervises their income tax (hereinafter referred to as the competent tax authority) for the issuance of Certificates of Chinese Fiscal Residents. Currently, an  individual applicant can inquire and print Certificates of Chinese Fiscal Residents at the tax service hall of the competent tax authority.
